The Lead Command Center Analyst utilizes designated tools to monitor the health and traffic of the network. This position also uses applications identified as providing operational security for the organization. Manages network accounts and security for all County computer users and computers by assigning security profiles while following procedures including establishing, maintaining, and monitoring all log-on identifications and access rules; defining specific access to network files and database management systems; and monitoring environment for security violations. Analyzes and resolves the most complex issues by telephone and remote connections. Administers NetWeaver portal security including role-based access control and single sign-on through the portal. Creates individual e-mail accounts and distribution groups in Exchange and modifies group memberships. The incumbent assists with installs of new software releases, system upgrades, anti-virus, and patches and applies patch and security changes per policy. This position monitors and verifies operating system (OS) and hardware hardening. This position is responsible for the design, planning and maintenance of the desktop client patch management toolsets as well as contributing to the overall patch management process and supporting documentation. The incumbent operates within defined operating model and processes to provide ongoing patch management and anti-virus support for operating systems across multiple environments and locations. This position proactively monitors the environment for patch compliance. This position analyzes patches and anti-virus updates for compatibility with each customer or internal infrastructure environment. Resolves the most complex single- and cross-technology incidents independently. Work with team members to resolve the most complex or cross-technology incidents. Proactively and reactively looks for solutions to prevent problems from occurring. This position normally oversees the work of other lower-level team members. **POSITION MAY CLOSE AT ANY TIME** AFTER A SUFFICIENT NUMBER OF APPLICATIONS ARE RECEIVED Essential Duties and Responsibilities: 1. Oversees and leads department employees, schedules and activities at a team level within a given functional area to provide 24-hour support. 2. Mentors team members. 3. Organizes and maintains knowledge sharing with team members. 4. Monitors operational security applications. 5. Proactively or reactively responds to issues found by monitoring operational security applications. 6. Monitors network performance applications. 7. Proactively or reactively responds to issues found by monitoring network performance applications. 8. Monitors patch, anti-virus, and update levels of County computers and servers. Verifies OS and hardware hardening. 9. Leads the design, implementation, customization, and support of the organizational patch management process and supporting documentation. Leads the communication with end-users and subject matter experts to understand needs and impact of system patches on currently installed systems. 10. Utilizes patch management solutions to keep assigned computers and servers current for OS and applications fixes, updates, and patches. Adheres to the strict timeline of applying and testing all patches and updates with minimal impact to system uptime. 11. Provides Active Directory management. 12. Creates new accounts (eg AD, SAP, Exchange). 13. Resolves Request/Incident tickets from users and provides telephone technical support to troubleshoot and fix the most complex customer department end-user problems. Analyzes and resolves the most complex application and data problems. 14. Provides second and third level end-user support. 15. Performs all other related duties as required. Minimum Requirements: **NOTE**: _You must fill out the work history and education sections of application to show you have years of experience/education as required by hiring department or be disqualified._ Bachelor's degree **+** Four (4) full-times years of experience and familiarity with a range of security and network concepts and applications such as anti-virus, intrusion detection systems, firewalls, Active Directory, security information and event management (SIEM) solutions, vulnerability assessment tools and other security and network tools found in large network environment. **~OR~** Associate's degree **+** Six (6) full-times years of experience and familiarity with a range of security and network concepts and applications such as anti-virus, intrusion detection systems, firewalls, Active Directory, security information and event management (SIEM) solutions, vulnerability assessment tools and other security and network tools found in large network environment. **~OR~** High School Diploma or GED **+** Eight (8) full-times years of experience and familiarity with a range of security and network concepts and applications such as anti-virus, intrusion detection systems, firewalls, Active Directory, security information and event management (SIEM) solutions, vulnerability assessment tools and other security and network tools found in large network environment. Familiarity with various network and host-based security applications and tools such as network and host assessment/scanning tools, network and host based intrusion detection systems, and other security software packages. Licensure or certification not required but considered a plus. Must be able to multi-task and work independently on the most complex assignments using independent discretion and judgment as well as transition quickly between projects/issues with minimal supervision. Must have the ability to gather requirements, analyze systems, develop solutions, test and document changes working in collaboration with other developers in a team environment. Working technical knowledge of current network hardware and protocols. Must have strong interpersonal skills with the ability to easily and effectively interact with technical, non-technical, support, and business staff at all levels. Position requires the ability to consistently meet deadlines. Must be able to work and communicate effectively with both team members and customers. Must be able to display a courteous and professional demeanor. *Must have a valid and current driver's license.* **_If hired, must provide proof of educational attainment at new hire processing._** Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications since the age of 17 and may include credit reports, motor vehicle records, employment records, and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually. Incumbent must hold a valid Driver's License or State Issued ID card.
