## Department Overview
The Office of Grant and Contract Management, a division of the UNTHSC Research Office, provides pre-award, post-award, and accounting services for the support of faculty and other investigators while promoting compliance with federal and state agencies, private sponsor agreements, and UNTHSC research policies.
## Position Details
The Grants & Contracts Management Department at the University of North Texas Health Science Center is seeking to hire a Associate Director, Pre-Award to join our team. This position is responsible for supervision, oversight, and administrative guidance for contract negotiation and proposal submission, oversight of compliance with sponsor, federal, and state regulations, University policies, and Office of Sponsored Programs (OSP) procedures. This position is responsible for ensuring fiscal compliance in the areas of proposal submission for sponsored projects, and is a signature authority for sponsored projects proposals. This position is also responsible for negotiation of sponsored research and research related agreements.
This individual makes critical and complex decisions with a high level of initiative and judgment in a variety of situations. This individual must be able to engage, coach, and influence team members, faculty, and other key stakeholders, facilitate an environment of trust and respect between team members, maintain a broad network of internal working relationships, and have up to date knowledge of applicable law and federal, state, institutional, and sponsor guidelines, including but not limited to FARS, DFARS, 2 CFR 200, and UGMS.
Responsibilities of the position include but are not limited to:
* Oversees, guides, and assists proposal submission through the Office of Sponsored Programs and manages the day-to-day operations of the OSP Pre-Award team.
* Oversees, manages, and delivers leadership in ensuring compliance in the area of proposal development.
* Hires, trains, supervises, and evaluates Pre-Award staff and ensures staff remains knowledgeable of changes in federal, state, and University guidelines, policies, procedures, and regulations.
* Drafts and negotiates legal and business terms for Research Related Agreements including but not limited to Industry Sponsored Project Contracts, Non-Disclosure Agreements (NDAs) and Material Transfer Agreements (MTAs), Testing Contracts, Research Contracts, Investigator Initiated Clinical Trial Contracts, Teaming or Collaboration Contracts, Intergovernmental Personnel Act Agreements, Federal Contracts, State Contracts, Subawards.
* Monitors work flow turnaround time and time sensitive contracts, subcontracts, and other agreements. Handles each agreement timely, with consistent follow-up and updates to internal customers.
* Develops and delivers Pre-Award training for staff and campus.
* Responsible for policy, and procedure development for Pre-Award; Assist with audit response related to sponsored projects.
* Maintains up to date knowledge of applicable law and federal, state, institutional, and sponsor guidelines, including but not limited to FARS, DFARS, 2 CFR 200, and Uniform Grant Management Standards.
* Manages a team of professional employees full management responsibilities including planning for team's future needs and operations.

## Required Qualifications
The successful candidate will possess a Bachelor's degree and six (6) year of related experience; or equivalent combination of education and experience.
