Job Description:/h3:
The Trinity River Authority is seeking an HR Systems Administrator in Arlington, Texas. The HR Systems will report to the Manager, Human Resources and provide technical and subject matter expertise in the administration of an enterprise human capital management system, learning management system and other HR applications and software. This position works independently as a liaison with internal customers and vendors for gathering requirements, system documentation, configuration, testing, upgrades, security and troubleshooting for human resources systems while maintaining a broad understanding of the HRIS technology environment, advising internal customers on HRIS technology capabilities, and proactively identifying and recommending areas for process improvement.
ESSENTIAL DUTIES AND RESPONSIBILITIES
:
Collaborates with HR functional experts and other internal business partners in meeting business goals using project management methodology to include gathering requirements, planning, budgeting, configuration, development, upgrades, testing, training, support and audits for enterprise human resource systems.
:
Champions and serves as technical expert for HR Information Systems, helping drive long term strategic direction, design requirements, features, functionality and necessary enhancements.
:
Lead cross:functional teams in the planning and execution of projects aligned with the HR strategy; and handles the configuration, maintenance and troubleshooting for HR systems for learning, recruiting, onboarding, timekeeping, talent management, compensation management, benefits management, mobile/remote applications, reporting, analytics, forms development and portal administration.
:
Manages system accounts and security for roles and user access of human resources systems and maintains documentation of assigned users and security levels. Develops and assists in training and implementation of new systems, processes and system upgrades.

Act as primary HCMS workflow administrator and developer for standard to complex customized workflows.

Develops and provides custom scripting of employee and manager self:service portals and dashboards.
:
Write, maintain and support a variety of reports utilizing appropriate reporting tool. Develop and customize business intelligence and SQL reports for HR and other internal/external customers as needed.

Regularly audits and maintains process compliance of system architecture for human resources systems.
:
Participates in special projects and performs other related duties as assigned.
SUPERVISORY RESPONSIBILITIES
This position provides lead support to internal team and users ensuring timelines, deliverables and expectations are met.
FINANCIAL RESPONSIBILITY
Assist with budget preparation and tracking of annual maintenance, upgrades and enhancement of systems and provides reporting and analysis of workforce change trends.
QUALIFICATIONS
EDUCATION
(required level of education)
Bachelors degree in Computer Science, Computer Engineering, Management Information Systems, Computer Information Systems or other related fields. Human Resources related experience a plus.
EXPERIENCE
(minimum years and types of related experience required)
3+ years of professional experience in information technology for Human Resources, Information Systems, or related field. HTML, Java, Web Services and computer programming knowledge required.
CERTIFICATES, LICENSES, REGISTRATIONS
(any specialized certifications licenses or registrations required by TRA or other authority in order to do the job, including those the incumbent must be able to obtain)
Valid Texas drivers license.
KNOWLEDGE
(Information or facts than employee must know in order to be able to perform the work)
Advanced knowledge of Word, Access, Excel, Adobe and other applicable tools. Experience with HR systems and reporting. Knowledge of project management
