The Senior Government Compliance Specialist willsupport EFW Inc by providing company wide guidance as the subject matter expert on Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), Cost Accounting Standards (CAS) and EFWA?s CAS Disclosure Statement and provide interpretations and implementation to affect Government Compliance. Responsibilities and Tasks:Provide company wide guidance as the subject matter expert on Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), Cost Accounting Standards (CAS) and EFWA?s CAS Disclosure Statement and provide interpretations and implementation to affect Government Compliance. Assist with CAS 401:420 audits, two or three per year, by DCAA.Maintain compliant labor recording procedures, training and coordinate annual labor floor check audits by DCAA.Monitor compliant material consumption accounting and coordinate annual material consumption audits by DCAA.Prepare updated Forward Pricing Rate Proposals (FPRP) including rate restructuring and CAS cost impact studies as required, coordinate submittal to the ACO and DCAA, coordinate audits by DCAA and support Contracts finalization of Forward Pricing Rate Agreements (FPRA) with the ACO.Prepare Quarterly rate monitoring reports versus the current FPRA and provide to the ACO and DCAA. Prepare annual Incurred Cost Proposals, coordinate submittal to the ACO and DCAA, coordinate audits by DCAA and finalize close out of Cost Type Programs.Coordinate Accounting Systems Reviews and Financial Capability Audits by DCAA as required. Coordinate Pre Award audits of multiple EFW Proposals by DCAA.Coordinate proposal Estimating System Reviews conducted by DCAA.Coordinate Post Award Truth In Negotiation Act (TINA) audits of EFW Proposals by DCAA. Multiple proposals are selected by DCAA each year for this type of audit. Coordinate TINA training with Human Resources and conduct training of personnel.Coordinate Foreign Military Finance (FMF) Pre Award audits and Certification audits, by DCAA, of FMF programs being executed with FMF funding.Support and coordinate Finance aspects of Contractor Purchasing System Review by the Regional DCMA with support from DCAA.Coordinate DFAS Accounts Receivable Audits as required.Special assignments as required as well as other related duties as assigned by manager. Authorities:Work under general supervision and direction.Support the department by being the companyA?s primary interface and subject matter expert internally and with the Government on matters relating to company compliance with the Governments Financial and Accounting regulations and standards.Access what is needed to support EFW in the implementation and monitoring of compliance with Government financial and accounting regulations.Coordinate and support all Government requests and audit requests related to financial and accounting. Business Relationships:External and internal auditors.DOD representatives.Military branch personnel.EFW senior management.ESA relationships.Other EFW/ESA locations.Finance department.Supply Chain department.Human Resources department.Proposal and Contracts staff.Program, Engineering and Manufacturing FunctionsEducation: Bachelor required or 5:10 years experience may substitute Experience Required: Functional (Using Skill Set) : 5:10 years experience Management : 3:5 years experience Industry : 10+ years experience Knowledge, Skills, Abilities Required (Unique and Measurable):Experience in a mixed Government environment of program level execution, contracts, exposure to DCAA and DCMA.Knowledge of military and defense contract compliance regulations and protocol.Ability to work effectively with Accounting and Finance Department.Working knowledge of computer applications to include MSOffice in the daily work setting.High attention to detail.Ability to communicate effectively with in a very technical language environment.
