For our Homeland Security Surveillance Platforms, we are seeking a highly technical Systems Engineering (SE) manager with 5+ years of relevant experience. Candidate must have demonstrated the knowledge, skills, and abilities to manage all facets of one:or:more design and development of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) programs. The candidate main scope is to lead an Engineering team which consists of Senior and Junior systems engineers and information technology professionals who support the business units in their project execution requirements in accordance with established processes. The SE manager is responsible for the department operations and performance which includes ensuring that projects are staffed and executed to plan and new business requests are properly supported. The SE manager will ensure that best systems engineering practices are applied to ensure designs are technically sound and meet the full customer requirements, can be completed on time and within budget and scope, and produce a quality product resulting in a high degree of customer satisfaction. For this Homeland Security Surveillance Platforms Manager, you will:Support the development of Bids and Proposals IAW defined scope and objectives by leading a team to provide innovative technical solutions to fit within budget and schedule constraintsPropose and lead IRAD efforts associated with a specific technology that advances our ability to meet customer needs and help develop concept designs and trade studies from new requirementsRecommends technology growth opportunities in support of current business and pursuits such as architecting the next generation C4ISR surveillance systemsGenerate development capability roadmaps providing insight into future capabilities and needsPartner with Business Unit Program Managers, Engineering Directors, and Project Engineering Managers to ensure the project mission is being supported and executedExecute projects IAW approved processes, tailored as appropriate to meet specific project requirementsEnsure programs are staffed to plan through direct hiring, contract labor, utilization of other ESA functions/sites, and contract servicesConduct and document formal and informal design and peer reviews at key project junctures and milestones : participate in deliverable group reviewsAbility to decompose program or company vision into actionable tasksEstablish capital, IT, Tools, and other non:personnel resource requirementsLead/Support strategic planning for department execution improvement initiativesEnsure department budgetary compliance such as overhead rate, utilization, capital, and trainingHire personnel that have the required skill:sets and characteristics that exemplify company valuesProvide real time feedback both positive and negative to direct reportsGrow technical and leadership skills in individual contributors, mentor junior and senior engineersParticipate in promotion planning and deliverySupport company level process initiatives and auditsFosters an environment where employees are valued and cost effectiveness and efficiency is rewardedDemonstrate strong written and verbal communication skillsAuthorities:Hire, terminate, counsel and evaluate the performance of your employeesRecommend, review, and approve capital equipment purchasesRecommend, review, and approve employee rewards and promotionsManage the implementation of the strategic plan for the groupBe fully knowledgeable of the budget for the business unit for the current fiscal year and implement work changes in reaction to the monthly performanceLead Systems Engineers on programs with technical leadership authority Minimum Qualifications:Homeland Security Program experienceBachelors of Science in SE, ME, CS, EE, or equivalent is required; Masters Degree preferred.Knowledge, Skills, Abilities Required (Unique and Measurable):DOORS experience or similar system requirements managementKnowledge of
